https://sourceforge.net/projects/dile/ allows disassembling and debugging .NET 1.0/1.1/2.0/3.0/3.5/4.0 applications without source code or .pdb files. It can debug even itself or the assemblies of the .NET Framework on IL level.

How to use

Extract a DotNet IL Editor (DILE) release and start its application. Add a managed assembly to a project, expand its types and methods, and inspect the intermediate language. Use the release's bundled help before setting up an IL debugging session.

This is a basic workflow for the historical tool. Its project page describes support for older .NET Framework releases; it should not be assumed to support current .NET applications.
